The 1.5Mb/s and the 5.0Mb/s this are load balanced connections. So if you are trying to download and upload at the same time it will balance the link out to equal speeds. (i.e. 768/768Kbps or 2.5/2.5Mpbs) But if you are only uploading or only downloading you can get up to 1.5Mbps or 5.0Mbps depending on your service plan.
